American-Made, From Circuit Board to Finished Fixture

Most "American-made" lighting brands assemble imported components on U.S. soil. We go further. EnviroLux operates in-house surface-mount (SMT) and printed circuit board fabrication, design, and engineering at our Canton, Texas facility — which means the LED circuit boards inside our luminaires are built here, not sourced overseas.

That vertical integration is what makes genuine BAA and BABA compliance achievable rather than aspirational. When you control fabrication, assembly, and final production domestically, you can document domestic content with confidence — and stand behind it.

Understanding BAA and BABA Compliance

Federal and federally funded projects frequently require domestic products. Two distinct programs govern this, and they apply to different kinds of work. Knowing which one your project falls under matters before you specify a fixture.

The Buy American Act (BAA)

Enacted in 1933, the Buy American Act applies to direct federal purchases — lighting for military bases, VA hospitals, federal offices, and similar government facilities. To qualify, a product must be:

  • Manufactured in the United States, and
  • Built so that the cost of domestic components exceeds the current threshold — 65% as of 2026, rising to 75% on January 1, 2029 — unless the item qualifies as a commercially available off-the-shelf (COTS) product.

The Build America, Buy America Act (BABA)

Passed as part of the 2021 Infrastructure Investment and Jobs Act and effective May 14, 2022, BABA applies to federally funded infrastructure projects — roadway and bridge lighting, transit facilities, public utilities, and permanent installations supported by federal financial assistance. To qualify as a compliant manufactured product:

  • All manufacturing must occur in the United States, and
  • More than 55% of the cost of components must be domestic in origin.

Important: FTC "Made in USA" labeling rules are separate from BAA and BABA. Each product must be individually evaluated and certified by the manufacturer against the applicable program.
