When a project is funded by federal dollars, the lighting you specify has to prove where it comes from. EnviroLux manufactures commercial and industrial LED luminaires that meet the domestic-content requirements of the Buy American Act (BAA) and the Build America, Buy America Act (BABA) — backed by complete documentation for your contract submission.
We don't add a special suffix to a handful of SKUs and call it compliance. Domestic manufacturing is the foundation of how we've built fixtures since 1989.

Most "American-made" lighting brands assemble imported components on U.S. soil. We go further. EnviroLux operates in-house surface-mount (SMT) and printed circuit board fabrication, design, and engineering at our Canton, Texas facility — which means the LED circuit boards inside our luminaires are built here, not sourced overseas.
That vertical integration is what makes genuine BAA and BABA compliance achievable rather than aspirational. When you control fabrication, assembly, and final production domestically, you can document domestic content with confidence — and stand behind it.
Federal and federally funded projects frequently require domestic products. Two distinct programs govern this, and they apply to different kinds of work. Knowing which one your project falls under matters before you specify a fixture.
Enacted in 1933, the Buy American Act applies to direct federal purchases — lighting for military bases, VA hospitals, federal offices, and similar government facilities. To qualify, a product must be:
Passed as part of the 2021 Infrastructure Investment and Jobs Act and effective May 14, 2022, BABA applies to federally funded infrastructure projects — roadway and bridge lighting, transit facilities, public utilities, and permanent installations supported by federal financial assistance. To qualify as a compliant manufactured product:
| Buy American Act (BAA) | Build America, Buy America (BABA) | |
|---|---|---|
| Applies to | Direct federal purchases | Federally funded infrastructure projects |
| Typical projects | Military bases, VA hospitals, federal buildings | Roads, bridges, transit, utilities |
| Domestic content | 65% (rising to 75% in 2029) | More than 55% |
| Enacted | 1933 | 2021 (IIJA), effective May 2022 |
Important: FTC "Made in USA" labeling rules are separate from BAA and BABA. Each product must be individually evaluated and certified by the manufacturer against the applicable program.
EnviroLux products are fully compliant with both the Buy American Act (BAA) and the Build America, Buy America Act (BABA) — across our entire catalog, not a limited subset of SKUs.
Our in-house automation — particularly automated SMT circuit board production — is what makes full-catalog compliance possible. Manufacturers that import boards and components struggle to hit the thresholds; we build the highest-cost components ourselves, on our own line.
Every EnviroLux product line meets BAA and BABA requirements. Unlike manufacturers that offer compliance only on select SKUs or with special option codes, our entire catalog qualifies, including:
Need a fixture configured for a compliant project? Our in-house engineering team builds to specification — and it ships compliant.
Compliance on paper is one thing. A track record is another. EnviroLux luminaires are trusted by organizations operating under the most demanding procurement and quality standards, including NASA, the U.S. Air Force, the U.S. Navy, the U.S. Department of Energy, Boeing, and Lockheed Martin.
That experience means we understand what contracting officers and specification writers need — not just a compliant product, but the documentation, lifecycle-cost clarity, and reliability that make a federal purchase defensible.
We provide the compliance documentation your project requires, ready for submission. Tell us about your project and which program applies, and our team will get you what you need.

Yes. EnviroLux LED luminaires are fully compliant with both the Buy American Act and the Build America, Buy America Act across our entire product catalog. Our domestic component cost exceeds the 65% BAA threshold, driven by in-house circuit board fabrication and SMT assembly at our Texas facility. Compliance documentation is provided for contract submissions.
The Buy American Act (BAA) applies to direct federal purchases and currently requires more than 65% domestic component cost. The Build America, Buy America Act (BABA) applies to federally funded infrastructure projects and requires more than 55% domestic component cost. A project is typically governed by one or the other depending on how it's funded.
